Kathleen Sebelius: The Affordable Care Act has made the U.S. health-care system stronger

“The Supreme Court decision upholding the Affordable Care Act was a turning point in the health-care debate, a chance to stop refighting old political battles and move forward with implementing and improving a law that is already lowering health-care costs and providing more security for millions of American families. Instead, congressional Republicans will spend Wednesday staging yet another repeal vote.

Fortunately for those Americans whose health and finances depend on protections in the law, the vote is only symbolic. But it’s worth setting the record straight about some false claims that have recently resurfaced.

One claim is that the Affordable Care Act is driving up Americans’ health-care costs. The facts tell a different story.

In the decade before the law was passed, national health expenditures increased about 7 percent a year. But in the past two years, those increases have dropped to less than 4 percent per year, saving Americans more than $220 billion. And that trend is expected to continue, with health-care costs projected to stay level as a share of gross domestic product from 2009 all the way through 2013.

You can see the same trend with premiums. Between 2000 and 2009, the average family premium more than doubled, from $6,438 to $13,375, an annual increase of 8.1 percent. From 2009 to 2011, family premiums still rose — but at a rate 25 percent lower. That generated savings of more than $1,200 per family, a trend of lower premium increases that independent experts such as Mercer, the human resources consultant, and the nonprofit National Business Group on Health project will continue. And the law will provide even more relief in the years to come, including a tax cut averaging $4,000 for 18 million middle-class Americans — a tax break that repeal would eliminate.

Another falsehood repeated by opponents of the law is that it is putting a greater burden on small businesses. Again, the facts show that the opposite is true.

Small-business owners were struggling in the health insurance market long before the law passed, spending an average of 18 percent more than their large competitors annually for health coverage and often seeing their insurance bills skyrocket if a single employee got sick. The result was that the number of small businesses in the United States offering coverage to employees was falling rapidly — from nearly 70 percent in 2000 to less than 60 percent of employers by 2009 — leaving millions of working families without coverage.

Since the law passed, the share of small businesses offering employee coverage has held steady at 59 percent, the Kaiser Family Foundation has found, in part because new tax credits in the law are saving hundreds of thousands of small companies thousands of dollars each on their insurance costs. And independent experts such as Rand Corp. predict the number of employers offering coverage will rise in 2014 — just as it did in Massachusetts after health reform was passed — when small-business owners have the choice of shopping for health coverage in new competitive marketplaces.

A third false attack recycled in recent weeks is that the Affordable Care Act cuts Medicare benefits. In truth, Medicare is stronger than ever.

Thanks to the law, seniors have new benefits such as free preventive care as well as discounts on brand-name medications in the “doughnut hole” coverage gap that have already saved more than 5 million people with Medicare about $600 each. Medicare Advantage premiums have fallen two years running. New crackdowns on fraud and abuse returned a record $5.4 billion to Medicare in 2010 and 2011. And the health-care law has strengthened Medicare’s long-term outlook, adding eight additional years to the projected solvency of the Medicare trust fund.

Those calling for repeal have yet to propose credible ideas for lowering health-care costs. In fact, the same House Republicans who are voting Wednesday to repeal these Medicare savings voted to keep them in their budget in March.

People are entitled to their opinions, but not to their own facts. And the facts in this case are clear: Since the Affordable Care Act was passed, national health spending is rising at a slower rate, health insurance premiums are rising at a slower rate, small-business coverage is holding steady and Medicare is on a stronger financial footing.

Now that the Supreme Court has issued a decision, the American people would be better served if Congress joined the president in working to build on that progress, not undo it.

10 Reasons Most People Like Obamacare Once They Know What’s Really In It

People are suspicious of Obamacare in the abstract, but when it gets to the specifics they tend to like it a lot better.

There are two Affordable Care Acts. There’s the legislation passed by Congress in 2009, and then there’s the mythical Affordable Care Act – the perfidious “government takeover” decried and demagogued by so many conservatives (and quite a few liberals). The former is quite popular, the latter gets decidedly mixed reviews.

Don’t take my word for it. A recent poll by the Kaiser Family Foundation found Americans split down the middle, with 41 percent approving of the law, and 40 percent saying they didn’t like it (PDF). But then Kaiser asked about 12 specific provisions in the legislation, and found that, on average, 63 percent of respondents approved of the nuts and bolts of Obamacare. Of the 12 measures they tested, only one – the controversial mandate to carry health insurance or pay a penalty – received the approval of less than half of Americans (35 percent).

Or consider this divide: while only 12 percent of Republicans had a positive view of the law overall, 47 percent, on average, viewed its specifics favorably.

And here’s the kicker: Kaiser found that the most popular parts of the law were also the ones most Americans weren’t aware of, and vice-versa. Almost everyone knows about the mandate, which most people don’t like, but fewer than half of those polled knew about the law’s tax credits for small businesses that offer their employees coverage, a provision that eight out of 10 people liked when they heard about it.

None of this should come as a surprise, given the level of mendacity of the law’s opponents. If the Affordable Care Act did in fact feature “death panels,” resulted in deep cuts to Medicare, represented a “massive” tax increase and “Sovietized” our healthcare system, nobody would support it. Fortunately, none of that bears any resemblance to reality.

Obviously, the law should be judged on what it actually contains, but according to Kaiser, six in 10 say they don’t have enough information about the details to understand how it will impact them personally. So here, in no particular order, are 10 things you may not know about the Affordable Care Act.

1. People Will Be Getting Checks

Call it a crazy hunch, but my guess is that the law will look a lot less tyrannical when people start getting checks in the mail to help pay for their insurance.

Folks making up to four times the federal poverty line will be eligible for subsidies. In 2012, that would mean a family of four making up to $92,200 (it’s a bit higher in Alaska) would see some cash.

Those subsidies will come in the form of “advanceable” tax credits, meaning that people won’t have to wait until they pay their taxes to get the cash, and they’ll be fully refundable, so those who don’t pay enough in federal income taxes will get a check in the mail from the IRS.

2. The Richest Americans Are Going to Pay More Taxes

Wealthy investors are outraged, but most people probably don’t know that a 3.8% surcharge on investment income – dividends and capital gains — kicks in this January for everyone with an adjusted gross income of over $200,000 ($250,000 for joint filers). So those currently enjoying the lowest rate on investments in our nation’s history will pay for a decent chunk of the bill.

3. Insurers’ Overhead – and Profit Margins — Are Limited

For the past 18 months or so, insurers have been required to spend 85 percent of the premiums they collect on healthcare (80 percent for individual and small-group plans). If they spend less than that, they have to send their customers a rebate to cover the difference.

ForbesRick Ungar called it, “the true ‘bomb’ contained in Obamacare and the one item that will have more impact on the future of how medical care is paid for in this country than anything we’ve seen in quite some time.”

4. Much Ado About the Mandate

With the Supreme Court’s ruling last week, the mandate is gone, but the penalty for not carrying insurance remains. If there’s one thing Democrats, Republicans and independents agree on, it’s that they don’t like it.

And they shouldn’t. But most people probably don’t know just how modest the impact of the mandate really is. According to the Congressional Budget Office, just 1 percent of the population will pay the penalty, which maxes out at 1 percent of one’s income.

A lot of conservatives are convinced that jack-booted gummint thugs will round them up and stick them in FEMA camps if they don’t pay up. But as Timothy Noah points out, “the health reform law explicitly states (on Page 336): ‘In the case of any failure by a taxpayer to timely pay any penalty imposed by this section, such taxpayer shall not be subject to any criminal prosecution or penalty with respect to such failure.'” They can only dock future tax refunds.

5. And Nobody Ever Talks About the Employer Mandate

Starting in 2014, companies with 50 or more full-time workers (two part-timers count as one full-timer for this purpose) will have to pay penalties if they don’t cover their employees’ health insurance. (This provision is a bit complicated — all the details are here.)

6. Shaves the Deficit

Mitt Romnney says that “Obamacare adds trillions to our deficits and to our national debt, and pushes those obligations onto coming generations.”

That message appears to be sinking in. According to Kaiser, a majority of Americans – and a third of Democrats – think the healthcare law will increase the deficit. But according to the Congressional Budget Office, the law will reduce the projected deficit by $210 billion over the next decade.

7. Chicks Will Dig This

Many people are aware of the regulation requiring insurers to cover people with pre-existing conditions. It’s one of the most popular parts of the whole. But fewer know that, beginning in 2014, insurers won’t be able to charge women higher premiums than men.

Also coming in 2014: a ban on insurers placing annual limits on healthcare (lifetime coverage limits were already banned in 2010).

The Kaiser poll found that few people were aware of another popular new insurance regulation: since 2010, insurance companies can no longer charge co-pays or hold you to a deductible for preventive health services.

8. New Dollars for Community Health Centers

Kaiser didn’t ask for people’s opinions on this one, but it may be one of those under-the-radar provisions that actually ends up helping a lot of people.

Community health centers (CHCs) now serve the primary care needs of about 20 million Americans, and they have a proven track record. But the system is strained and underfunded.

The expansion of Medicaid will help alleviate some of the pressure, and the healthcare law also allocates $11 billion over a five-year period to build new CHCs and upgrade existing infrastructure. Most of the dollars will end up in poorer communities.

A lot of underserved people live in rural America, and the law also provides money to train and place 16,000 primary caregivers in rural communities over a five-year period.

9. Essential Benefits

Starting in 2014, in order for insurers to sell coverage through state-based exchanges – a place where a lot of the newly insured will likely end up – they will be required to cover a package of “essential benefits,” including maternity care, mental healthcare and substance abuse treatment, pediatric care, ambulance rides and hospitalization.

They don’t have to if they don’t want to participate in the exchanges, yet this measure is, according to many, at the heart of the supposed “government takeover” of our healthcare system.

10. It’s Not So Easy to Repeal

There is no doubt that we’ll hear lots of Republicans blustering about how they’ll repeal Obamacare on day one if they win the White House and the Senate, but it’s a lot less clear that they’d actually follow through.

As Igor Volsky notes, unless the Republicans were to win both the White House and a huge number of senate seats, they “can do little more than weaken Obamacare’s regulations and defund some of its provisions.” They also have nothing to replace it with, and would own our screwed up healthcare system for a generation. And they’d lose an issue that fires up the conservative base. They will, however, do their best to gum up the works as the law is implemented.

The takeaway to all of this is that the healthcare law is only going to get more popular as it’s provisions kick in. People will see some tangible benefits, and the fearmongering will prove unfounded.

Like the idea of government itself, people are suspicious of the Affordable Care Act as an abstraction, but when it gets to the specifics they tend to like it a lot better.

It is No Mystery: The Real Reason Conservatives Keep Winning

“Have you ever wondered why it is that Progressives repeatedly lose ground in American politics? We almost always have the facts on our side. The experts agree with us. Hell, a lot of us are the experts. And yet history clearly shows that Conservatives have the best political game in town. They dominate political discourse, establishing which frames shape the most important issues of the day. Their values associated with rugged individualism, mass consumption, and a contempt for civil society are blasted at the American public through massive media outlets that they have acquired and built up over the last several decades. And when the global economy melts down as a direct result of their economic and fiscal policies, who gets blamed? In a word, liberals.

What’s going on here? Why is it that Conservatives are so good at winning and Progressives produce a lackluster resistance at best? The answer comes from a fundamental insight from evolutionary biology. Stated simply, it goes like this:

When two groups compete, the one with the most social cohesion wins in the long run.

This insight arises from research on group selection that reveals how social animals capable of working as a team readily out compete those individuals who must struggle on their own. The astute observer will already note the profound irony here — a political group whose ideology elevates the individual over the group (Conservatives) has managed to cultivate more group cohesion than the political group whose ideology blends community well-being with that of the individual. I’ll come back to this irony in a moment.

Progressives are easily kept on the defensive through the age-old strategy of Divide and Conquer

A fantastic overview of group selection can be found in E.O. Wilson’s groundbreaking new book,The Social Conquest of Earth, which builds a powerful argument for how humanity’s social nature enabled us to dominate every ecosystem we have entered in our 2 million year history.*

The argument goes something like this:

  1. Throughout history, a tiny number of species have developed a capability known as eusociality — advanced social organization comprised of large numbers of individuals with differentiated roles including members that span more than one generation.
  2. Most eusocial species discovered in the fossil record are the social insects — ants, bees, termites, and wasps. Every one of these species has been so successful at thriving that their bodies contained more than half of the biomass in the ecosystems where they lived, meaning that they completely dominated the niches populated by them. This pattern continues up to the present.
  3. Humans are the only eusocial species to have the additional properties of strong emotional bonds between group members and advanced cognitive abilities that enable us to form coherent gestalts of meaning — especially the capacity for shared cultural narratives and tribal identities — which have enabled us to out-compete and dominate less socially adept animals in every ecosystem we have entered.
  4. The key strategy underlying this pattern is that well-organized groups, which elevate the needs of the whole over those of individuals, are more successful at acquiring resources and consolidating power than those individuals or groups that are less organized.

Sound familiar? In American politics, we see the top-down authoritarian worldview of Conservatives enabling them to fall in line and take marching orders. They form strong loyalty bonds through religious affiliation, old money networks, and various social clubs that give them an immense capacity for social cohesion.

And what about Progressives? We are divided into issue silos, unable to form lasting coalitions that bond us together under the same ideological flag, and easily kept on the defensive through the age-old strategy of Divide and Conquer. We have difficulty trusting each other and our funders are unable or unwilling to invest in talent for talent’s sake — they always need to monitor the outcomes of their giving and almost never fund the operational needs of our advocacy organizations.

This is the real reason why we lose. It isn’t that their ideas are better. The difference is entirely in the execution. They set the agendas and we react to them, plain and simple. So what can we do about this dire situation? Again, the answer is easy to state:

Progressives need to engage in a values-based strategy that builds trust across the issue silos. We need to focus on building communities of shared identity that bind us together.

Building trust across organizations requires a three-pronged approach. First, we have to know our own values so that we can articulated them with authenticity and authority. Secondly, we must make these values explicit and engage in the practice of radical transparency to leave no questions about where we stand and what we care about. And third, we’ve got to seek out those who resonate with these values at the core level of their personal identity. It is upon this foundation that we can engage in the vital work of building trust.

There was once a time when I engaged in values-based strategies as a frame analyst, working with George Lakoff at his think tank, the Rockridge Institute. It was a telling experience that we were unable to break through the professional divisions of pollsters, bloggers, public intellectuals, elected officials, and all of the other categories that routinely divide us. We also repeatedly found that each issue group clung to its own ground, unwilling to share power with those progressives who were motivated by something other than their pet cause. And worst of all, we observed how a small cohort of elite players would sabotage up-and-coming progressive talent in order to preserve the fiefdoms they had built. All told, it was an ugly situation.

I learned a great deal about progressive politics during that turbulent period of time in 2007 and 2008, and even more while running my consulting company in the years since. It’s a sad state of affairs that even after the major hit we took from the combined effects of disaster capitalism in the financial meltdown and the enactment of Citizens United that has crippled what remains of the integrity in our electoral system, that we are still so feebly organized today. Even more so, considering the great strides that have been made after a global progressive movement appeared from outside of politics in the garbs of the Arab Spring and Occupy,

The challenges to be overcome in the world hinge absolutely on our ability to come together as a species on the world stage. As I write these words, leaders from across the globe are meeting to discuss what they are willing to do about the ecological crisis at Rio+20. Two decades after agreements were made about the need to tackle human-caused climate disruption, we still don’t have a governance structure in place that enables to work together to protect the planetary commons upon which all life depends.

Again, the fundamental issue is trust. We have yet to endow our international institutions with the power of citizen sovereignty that transplants and augments the sovereignty of nations. We are unable to trust our neighbors on the other side of the fence to act in our collective interest for the preservation of our future as a sacred responsibility for our children and grandchildren.

It’s time for Progressives to claim our power and transform the political and economic systems

On a positive note, there are clear trends toward increasing empathy and the sharing of trust throughout history. Jeremy Rifkin documents the tale with an inspiring breadth of scope in his work,The Empathic Civilization: The Race to Global Consciousness in a World in Crisis. We are more capable of seeing ourselves in the other — be they women, diverse ethnicities, LGBT communities, or non-human life — than ever before. Our capacity for cultivating shared identity, and the social cohesion it enables, is stronger than ever before in the history of civilization. We have more tools and knowledge about collaboration and conflict resolution right now than ever before, and new insights are revealed daily in the global quest for knowledge about the human condition through the various sciences and scholarly efforts of our educational institutions.

So we can take the shared values — which are deeply progressive — that resonated with hundreds of millions through Occupy and activate them for our collective good. Now is the time to turn the tide and win the cultural war for our collective future. Outdated notions of authoritarian rule by oligarchs and chieftains no longer apply to our digitally connected, globally conscious world that we live in today.

Now is the time for Progressives to claim our power and transform the political and economic systems that stand in our way. And the ultimate source of our power will be found in the levels of trust we create.

*Some may draw the line closer to 200,000 years, since that’s how far back we have evidence of Homo Sapiens Sapiens. I am allowing for a deeper historic range that includes the evolutionary period that produced the incredible explosion in cognitive ability, which depended heavily on our ability to form social groups in order to survive and thrive across the northern African continent in previous millennia.”

George Lakoff: How Right-Wingers Scam People Into Buying Their Toxic Philosophy

“Progressives often find themselves explaining the details of their preferred policies, and arguing that they would maximize the common good if enacted. Conservatives, on the other hand, tend to eschew the fine print to embrace sweeping, moral narratives to back their positions. For the Right, debates over concrete public policies are often framed as contests between good and evil, freedom and tyranny; that’s how, for example, conservatives can transform a modest 3 percent tax hike on the wealthiest Americans into pernicious “class warfare” and an intolerable example of “socialism.”

Call it a “rationality trap.” For years, George Lakoff, a cognitive linguist at the University of California Berkeley, has argued that these tendencies put progressives at a huge disadvantage in our political discourse because the human brain simply doesn’t process information in coolly analytical terms. Rather, people judge ideas against a larger moral framework, and by offering policy analysis rather than morality tales, liberals go to bat for their policies two strikes down in the count.

Lakoff and co-author Elisabeth Wehling discuss how these dynamics play out every day in American political debates in his new book, The Little Blue Book: The Essential Guide to Thinking and Talking DemocraticHe appeared on this week’s AlterNet Radio Hour; below is a lightly edited transcript of the discussion (you can listen to the whole show here).

Joshua Holland: George, in the book you talk about what you call “moral frames.” Can you give us a quick definition of what that is and how it plays out in our discourse?

George Lakoff: Yes. All politics is moral at the base. Any political leader who gives you some sort of prescription of what to do does it because he says it’s right, not because he says it’s wrong or doesn’t matter. Everybody thinks it’s right.

But there are two different ideas of what right is. This is very important. Let me give you a short version of this that applies mostly to economics. The basic idea behind democracy in America is the idea that citizens care about each other; that they act socially as well as individually to cash out that care, and they try to do as well as they can in doing that both for themselves and for others. They do this by having the government create what we call “the public.” The public provision of things; things for everybody – roads, bridges, sewers, public education and public health, like the Centers for Disease Control. Clean air, clean water, the provision of energy, communications and so on. These are all the sorts of things that you can’t live a life without. A private life or a private enterprise. Every business depends on all of these things. The private depends on the public. That is a moral issue. That is how we care about each other.

Conservatives have a very different view of democracy, which follows their moral system. Their moral system is more complex than ours is. The basic idea in terms of economics is that democracy gives people the liberty to seek their self interest and their own well-being without worrying or being responsible for the well-being or interest of anybody else. Therefore they say everybody has individual responsibility, not social responsibility, therefore you’re on your own. If you make it that’s wonderful. That’s what the market is about. If you don’t make it, that’s your problem.

Those are two opposite views of a moral system applied to economics. Those are straightforward, everyday examples. They apply very interestingly in the case of privatization. The right says, ‘privatize as much as possible. Get rid of as much of the public as you possibly can. Make everything private if possible.’ The other side says no. The public requires hiring private contractors all the time — to build roads or public buildings — but there’s a limit. And the limit has to do with morality. When it comes to moral issues like education, health or the environment — which has everything to do with morality and people caring about each other — there you don’t put that in private hands for private profit. That is the line that needs to be drawn.

Those are truths that are deeply embedded in the point of view of a progressive morality. There are other truths that are from conservative morality. They’re opposites, and because they’re opposites you’re going to get conflict. One thing that’s important to understand is that most people have a little of both. Most people are conservative about some things and progressive about others. Some people are almost all progressive and some are almost all conservative.

But there are a lot of people who are mixed and they’re called moderates or centrists, though there is no explicit ideology of the moderation. There’s no ideology of the independent or the swing voter. What you have are two different moral systems in the same brain which inhibit each other. One is active and the other is inactive. Activity in one turns off the other. The more one is active the stronger it gets and the weaker the other one gets.

What’s happened in this country is that language activates that moral system. The moral system is realized in frames. Frames are conceptual structures that we use to think in context. Language is defined in terms of those frames. When you use language that is conservative it’ll activate conservative frames which in turn activates conservative moral systems and strengthens those systems in people’s brains. That’s been happening for the past three decades. Conservatives have a remarkable communication system and a language system that they’ve constructed. They get out there and use their language and frames and repeat them over and over. The more they repeat it the greater their effect on people’s brains. Democrats don’t do that and as a result the conservatives have framed almost every issue.

What The Little Blue Book does is show how to deal with that. How to understand your own moral frames and how to see deep truths that conservative frames hide. For example: that the private depends on the public.

JH: I think this is a really important point that you get at in the book – that people don’t evaluate issues in isolation. Sometimes you’ll see the polling on something —  one example is that overwhelming majorities of people, even those who identify as conservative, say the government should do more to alleviate poverty. But when you get into specific policies that would achieve that end, you find very different results.

You write, “when you mention a specific issue all of the frames and values higher up in the hierarchy are also activated. They define the moral context of the issue.”

So, are we all just fooling ourselves when we cite public opinion on some issue or another, and assuming that people will rationally support politicians who agree with us on those issues?

GL: Yes, you’re fooling yourself. Let me give you some striking examples of that. A lot of it depends on how the questions in the poll will be framed. When Obama was elected, before he took office, he had his pollster go out and check to see what possible provisions of a healthcare plan people would like. It turned out the provisions like capping expenses, or covering people with preconditions, or allowing your children to be on your healthcare plan when you go to college — everybody liked those, like 60 to 80 percent of people, and they still do.

What was interesting is that conservatives never attacked them. Conservatives never came out and said we shouldn’t cover preconditions or you shouldn’t have your children on your healthcare plan. They didn’t attack any of those provisions. What they did is they went to morality, as it is from their perspective. They said we’re going to have two moral principles here, freedom and life. From their perspective this was a government takeover and there were death panels. And they repeated government takeover and death panels over and over until a lot of the public – people who liked all of the provisions of the plan — were now against the plan. The plan got minority support.

So here you have the president come out week after week, and David Axelrod coming out, saying this is a wonderful plan and here are the provisions. David Axelrod at one point sent out a memo to all the people on the Obama list — 13 million — saying go to your neighbors and here are 24 points of the plan to remember, but just to make it easier there are three groups of eight. Nobody remembers those three groups of eight. Meanwhile the other guys are saying government takeover and death panels.

JH: A while back, I interviewed Richard Viguerie, who is a longtime conservative activist. He said something very interesting to me. He said that his fellow travelers were descendants of monarchists, and as a result, they were very receptive to top-down messaging strategy in a way that liberals are not.

We do see this again and again where you get very similar talking points from the lowest level of the conservative blogosphere to members of the Senate Republican Caucus. Is there a tendency for liberals or progressive people to not be as easily swayed by messages that are coming from above?

GL: No. They’re just as easily swayed. Turn on MSNBC and you’ll hear the same messages every night. You get talking points from the DNC and they’re all about policies. You’re going to talk about this policy and that policy and so on, but you’re not going to talk about morality.

There was a period when I was involved with a think tank called the Rockridge Institute, and MoveOn, when it was a young organization, asked its members for the 2004 election what they wanted to see in the future of the country. They thought they would get hundreds and hundreds of new proposals. They had people pair up and have a discourse about the kinds of things they wanted to see. We got a big stack of all these things and started going through them. After about the first half inch, they were all the same. Everybody said the same thing.

If you go and look at progressive foundations and look at their mission statements there are between a dozen and two dozens things they all say, and then they’re all the same. Progressive are just the same as conservatives on it, but they don’t know how to communicate their messages. What they wind up doing is talking about policies, rather than the moral basis of those policies.

JH: I think one of the most important trends in our politics these days is the mainstreaming of extremism on the Right. I certainly remember when Bill Clinton was in office you had these militia guys running around. There were these crazy conspiracy theories – Clinton was accused of drug trafficking and murdering a bunch of his political opponents. Those views were kind of consigned to the fringe — your crazy right-wing uncle would forward chain emails with this stuff.

Now you see politicians like Michele Bachmann who believe that energy efficient lightbulbs are some sort of UN plot to undermine the free enterprise system. You have elected politicians going on Fox and saying that Obama wasn’t born in this country. In the book, you talk about this trend. How does this new extremism fit into your analogy about families? You’ve long said that conservatives look toward a strict father figure in governance, and liberals tend to embrace a more nurturing parent model.

GL: This goes back to 1996 to a book I wrote called Moral Politics, which talks about that at great length. The idea is this: we understand that we have two very different family models in this country. They rise from two different understandings of morality. Morality as nurturing and morality as obedience to legitimate authority. Those give rise to different types of families. A strict father family has a father who is the ultimate authority which cannot be challenged. His job is to teach kids right from wrong, assuming he knows that, and his wife’s job is to uphold his views. The children are taught right from wrong by punishment, and painful enough punishment so that they’ll try to discipline themselves to do right and not wrong. And then if they have that discipline they can go out into the world and be prosperous. If they’re not prosperous that means they’re not disciplined and so they deserve their poverty.

This idea projects onto every aspect of social life, not just to our national life but also onto the market, onto religion, onto foreign policy, the military and so on. What that does is create a very different view than progressives have about all of these things. When you have a lot of people with both of these views — we all grow up with both of them there — each one is in a neural circuit. That neural circuit is in mutual opposition to another neural circuit. Each of those two inhibit each other. When one of those circuits is activated over and over, more than the other, the stronger it gets and the weaker the inactive one gets. The stronger one of these circuits gets, the more influence it’s going to have over various issues.

What has happened over the years since the “Gingrich revolution” is that he worked to get rid of candidates in the Republican Party who were partly progressive. He made them as conservative as possible and he got conservative messaging. That messaging went unchallenged by Democrats. They just responded with policies. So the conservative messages have been getting stronger over the years and conservative populism has been growing because there are a lot of working people in this country, especially men, who are strict fathers at home. Those ideas of “family values” can then be extended into political, economic and religious ideas. That’s what’s happened.

There has been more and more of an audience for conservatism because those ideas become stronger in the brain because of the media control of the Right. It’s not illegitimate media control. The Left could do just as well but they don’t because they don’t know how to speak in moral terms. What happens is that as the parts of those people’s brains gets stronger you get more and more extreme conservatism. That’s not surprising. It just follows from the fact that they have a very strong and communicative system that Democrats don’t and don’t want to put into effect. That has been a very effective system. The way that people’s brains work will just give this result.”

‘Religious Freedom’: Constitutional Principle or Electoral Politics?

  • On Thursday the Catholic bishopslaunched the Fortnight for Freedom, the grassroots phase of their campaign to gain official religious status for hospitals, universities and social service agencies they neither control nor support financially. That status, as has been widely noted, would exempt these organizations from the administration’s requirement that an employer’s health insurance plan cover contraceptives, with no copay or other costs to the employee. But the longer term goal is to legally shore up the contention that every organization and employer, religious or not, has the right to refuse to comply with any public policies they claim trouble their conscience.The bishops’ ham-handed lobbying, extreme language and unyielding position have not helped their cause. Bishop Daniel Jenky compared the president to Hitler; Cardinal Dolan of New York insisted that Obama was trying to “strangle” the Catholic church; and others have claimed that they would be forced to stop providing health care rather than comply with the contraceptive coverage requirement.Nor has the bishops’ cause been helped by the fact that just about everyone understands that Catholics have a right to disagree with the church’s position on contraception, and that providing someone with the means to obtain something that they have a moral right to obtain is also theologically sound practice.Two weeks of church-sponsored rallies, masses, marches and educational symposia are not going to influence the Obama administration to change its mind about the definition of who is entitled to an exemption from public health policy it deems important to women’s health and society. There are just far too many unintended pregnancies that end in either abortion or children poorly cared for to ignore the problem.

    If the bishops, who are so unpopular, were the only worry, the exemption would stay narrow—or be narrowed even further. However, just before the Fortnight began, the Catholic Health Association, which includes over 600 hospitals across the United States, released its comment letter on the contraceptive insurance mandate concluding that the Obama accommodation, which would have had insurance companies implement and pay for the mandate in these hospitals, would not work. It was simply not possible to separate functions so neatly, it claimed, and many CHA hospitals are self insured. Thus, the only answer is to broaden the exemption so that the hospitals are treated the same as the religion itself.

    In some quarters the letter was treated as a reversal of position—even a sign of bad faith, or that the bishops had gotten to Sr. Keehan and reeled her in. It would be fairer to take the letter at face value, as an acknowledgement that on close examination Obama’s suggested accommodation simply would not work—a reasonable conclusion given the self insurance issue and that it is still not clear whether the insurance companies would pick up the slack in the remaining cases.

    So the CHA returns to its original position more strongly, once again requesting a broader definition of a religious employer that includes them. The real issue is not contraceptive coverage, which many Catholic hospitals are already providing on a state by state basis where required, and in some cases voluntarily.

    Though it’s not the same as acting in bad faith, the CHA is probably not unhappy that the accommodation seems unworkable as it would much prefer to get another bite at the apple and make the case for religious status.

    Unless organizations like Catholic hospitals are allowed the same status as the religions themselves, they are likely to be treated under the law much as we treat individual religious persons. And the Supreme Court has already determined that when public policy aimed at everyone conflicts with individual religious beliefs, public policy is the higher good. Justice Scalia in his majority opinion in Employment Division v. Smith, 1990, noted: We have never held that an individual’s religious beliefs excuse him from compliance with an otherwise valid law prohibiting conduct that the State is free to regulate.”

    The CHA seems reluctant to wait for a court decision and instead want to push for a political one by convincing the president to expand the exemption now. It is in good position to press its case politically, as it has, as good lobbyists do, combined advocacy for its positions along with subtle political support for the president’s reelection. Whatever differences CHA may have with Obama on reproductive health policy, CHA is able to look at the big picture. Obama losing a second term would be a disaster for health care, poverty reduction, and all social services. And, unlike the bishops, CHA is more committed to the survival of the Affordable Care Act than to ensuring that it mirror Catholic positions.

    While little credit for passage of health care reform was given to the women’s and choice groups that early on acceded to the exclusion of abortion coverage and worked like mad to get it passed, Sr. Keehan was lauded by the media as the single most important figure in its passage when she sided with the administration’s assertion that the ACA did not in any way include funding for abortion. She earned not only a pen at the signing ceremony, but ongoing access to and deference from the White House.

    Then, when the US bishops ratcheted up its opposition to the president’s reelection by accusing him of hostility to religion for not giving the Catholic hospitals an exemption, and Catholic columnists in both the secular and religious press bought the claim, adding that Obama had thrown progressive Catholics and Sr. Keehan under the bus, Sr. Keehan again came to the President’s rescue by offering support for his “accommodation”:

    The Catholic Health Association is very pleased with the White House announcement that a resolution has been reached that protects the religious liberty and conscience rights of Catholic institutions. The framework developed has responded to the issues we identified that needed to be fixed.

    Having decided to press for recognition as a religion, the CHA has another plus going for it in addition to its favored status at the White House: nuns have become heroes. In general Catholic voters, whom the Democrats want to bring closer, are supportive of the nuns but they don’t tend to like the bishops. Catholic health care is one of the few good things we can point to in a church otherwise plagued by corruption and, yes, pedophilia. Even pro-contraception Catholics are inclined to support the sisters. During the Clinton administration’s attempt at health care reform, Senator Barbara Mikulski (D-MD) made clear, with regard to the provision of a conscience clause for religious hospitals, that whatever the nuns in Baltimore who had cared for her mother wanted they would get.

    Nuns are especially popular today after the Vatican foolishly attacked them for caring more about the poor than about opposing gay rights and abortion. Catholic and non Catholic columnists alike praised them to the skies. The sisters, whose claim to oppressed persons status is that the Vatican called them “radical feminists” and slapped their wrists, are more lauded for their courage than Burmese dissident Aung San Suu Kyi, who spent nearly 15 years under house arrest.

    Months before the election is the perfect time for the CHA to press its case for an exemption from the policy, which would not only allow it freedom from following the law on contraceptive insurance, but also to assert without scrutiny that any number of health services violate its religious beliefs. In her interview with Kaiser Health News, Sr. Keehan acknowledged that the CHA still has “some very real concerns in the church that even if you get rid of the coverage of contraceptives, [there may be] problems in the future.”

    Up to now, the administration has followed a strategy that is political, but respectful of the constitutional limits on religious freedom. It has correctly taken the position that public policies established to serve the common good require a clear and narrow definition of what is and what is not a religion. We do not just abandon the common good to unexamined claims that a public health or education provider is required by faith not to comply.

    We are prepared to give an actual religion an almost free pass to assert what the religion teaches and requires, but not a hospital which holds in its hands the life and health of many of all faiths and no faith, and operates under the laws and regulations of the state. If such entities have any right to an exemption based on religion, those claims should be subject to strict regulatory scrutiny.

    It would be wiser to grant no exemption at all than to entangle the state in the adjudication of claims over what religious belief outside the scope of a denomination requires. But if we were to examine claims, on the contraceptive issue we would be forced to conclude that these hospitals do not require an exemption. We would write in the file that any further claims need to be carefully examined given the lack of a good religious argument for refusing to insure employees for contraception. And our trust and confidence in the CHA would be diminished by such a frivolous claim.

Why Is There So Much God in America’s Politics?

“His silence about his faith notwithstanding, Mitt Romney will become the first Mormon to win a major-party presidential nomination. That could put more attention on his religion than any candidate has faced since John Kennedy in 1960, especially as Romney tries to attract skeptical evangelical voters. Meanwhile, President Obama’s endorsement of gay marriage and the ongoing social issues surrounding the war on women are bound to intensify criticism from the religious right and the crucial faction of conservative Latino voters.

But religion has profoundly influenced presidential politics since the days of George Washington. As Michael I. Meyerson argues in his new book, “Endowed by Our Creator: The Birth of Religious Freedom in America,” a scholarly account of how the framers of the Constitution viewed the role of religion in government, the current campaign has a lot in common with some of the country’s first electoral bouts. Then as now, Meyerson says, the debates were portrayed as a clash between a godless candidate who wanted a secular country and a true defender who was willing to restore the morals of a Christian nation. He says that the study of the formation of the American government can help us understand the reasons behind the growing partisan divide and help bridge the conflicting religious opinions of both political parties.

Salon spoke to Meyerson — a professor of law and a Piper & Marbury Faculty Fellow at the University of Baltimore. — about the framers of the Constitution, the upcoming elections, and religious discrimination.

Throughout your book, you highlight how some of the writings and actions of the framers of the Constitution have been taken out of their historical context to support the political agendas of both liberals and conservatives. How does the historical record compare to the way both parties portray the framers today?

The framers were generally far more nuanced, complicated and willing to be complicated than the modern political dialogue. They didn’t have to be purely on the left or on the right. Most of them were trying to make a compromise between multiple concerns and constituencies.

Compared to the late 18th century and the beginning of the 19th century, how would you describe the current discussion of religion in politics?

In terms of the role of religion in government, what I’ve found is that much of the modern dialogue is trying to make the framers entirely one thing or another. You have those who want to argue for a strict separation of church and state, and those who believe that America is a Christian nation. The former go through history assuming a lot and use writings by Madison and Jefferson with a very narrow desire to say that government should not have anything to do with religion. The latter look at the large amount of religious reference and activity in the colonies and say that there is a long history of government being entwined with religion. What neither side does is take into account the validity of the history of the other side. What you end up reading are two half-histories, and generally neither political side has been willing to put the two different components together, which is what I tried to do in my book.

You write that it is essential to create an “accurate picture of what freedom of religion meant at the time of the framing” of the Constitution. Why does that matter?

Even though we are a more pluralistic society, it is important to remember that the framers of the Constitution were dealing with a diversity of their own — and with very violent conflicts between the different denominations, some of which were caused and abetted by government. So what we can learn, first of all, is how to balance competing concerns. The debates that we are having about the role of religion in government are not new; we are dealing with a centuries-old debate. The framers, and especially the vastly underrated George Washington, were very aware of the fact that religion could be a force for good and a force for evil. That was what they were trying to balance.

Unlike Madison or Jefferson, Washington was very explicit in saying that he considered divine intervention one of the main reasons we won the Revolutionary War. He saw the hand of Providence in the writing of the Constitution, but he also understood — and this was where his genius was — that if you are sectarian, if you favor any particular religion, you end up dividing, rather than uniting, the nation. So, again, what we can learn from the framers is that government is not barred from acknowledging religion, but that it must do so in an extraordinarily careful and respectful way, in which the goal is making sure that every American feels a part of the country regardless of their religious beliefs.

In your book, Washington emerges as a practical thinker who saw religious freedom as a way of avoiding conflict and promoting morality. While he was in office, he used inclusive religious language in his speeches and was careful not to support the idea that the country was founded as a Christian nation, a belief that many people from the right accept today as an unquestionable truth. Why was the first president so vehement in his refusal to say that Christianity was the nation’s religion?

Washington knew that people don’t go to war for God; they go to war for a particular God. George Washington was unique in American history because he was the first person to look after a united country. He was the head of the military during the Revolutionary War, so he was forced to work with soldiers from all the different states, including those that had different religious backgrounds than his own. He knew that if he wasn’t careful and, more importantly, if his soldiers weren’t careful, then religion was going to destroy his army. Washington had to learn as a military person and as a political person that if you discussed religion, you had to do so in a respectful way. At the same time, he was not going to ignore either his religious views or those of the population.

How have the framers’ views on religious freedom shaped America as a whole?

First of all, they made America, ironically, a more religious country. A lot of the religious movements from the 19th century have their roots in the framers’ actions, given that there was no favored governmental religion. Especially in the newer states, there existed a sentiment that people could find the religion that spoke to them most. Second, once immigrants arrived — and despite the strong anti-Catholic and anti-Semitic views of most people throughout the 19th century — there was always a strong sense that the true American understanding was that all religions were welcome. It became part of the definition of what America was. You had, then, both a space for religion to grow on its own and a welcoming of religion. Finally, the Constitution also allowed for a secular view of society and life to also flourish as government was forced to step away. In the end, there was an ironic combination of more religion and more freedom of religion at the same time.

In your book, you mention the 1800 election between John Adams and Thomas Jefferson. It was framed in the Gazzette of the United States by the question: “Shall I continue in allegiance to GOD — AND A RELIGIOUS PRESIDENT; Or impiously declare for JEFFERSON — AND NO GOD!!!” There are some parallels with the current elections.

[Laughs] Yes, yes. The idea of a presidential battle being a proxy for a view of religion is very old. Indeed, there was the sense that the Adams side viewed their efforts as the only way to protect religion, and that Jefferson’s side viewed their efforts as the only way to stop an establishment of religion in a narrow sectarian government. One of my goals in the book is to show that the debates that we are having today are not a creation of our times. We can learn from the lessons of the election of 1800. One of the most radical parts of the Constitution said that no one had to take a religious oath to serve in government. It was a major step, a radical change, perhaps the most important moment in American religious history. However, that doesn’t mean that people can’t vote based on their religious beliefs. The vote of 1800 seems to suggest that the people then didn’t want to have a purely religious government. They were more comfortable with the Jefferson approach, which sought to limit the role of government, than with the Adams approach, which was far more sectarian than that of Washington and Jefferson.

Mitt Romney’s religion played a significant role in the Republican primary. Because of his faith, after winning the nomination, he’s been forced to reach out to some of the Christian groups that had previously shunned him. Do you think there’s an implicit faith test for candidates within the GOP and one for the president within the country?

First of all, I think that surely within the country there is. There are surveys that say people will vote for almost anyone over an atheist. There is a 30 or 40 percent part of the population that will not vote for someone who doesn’t believe in God, so there’s definitely a religious test for the highest office.

Within the Republican Party, I think there is also a small group that does have a sort of religious test. Sometimes the test, if you will, will be passed if the candidate abides by politics that mirror religious beliefs, and sometimes [it will be passed] by the adherence to a specific faith.

In the book I tried to avoid the ongoing debate surrounding what were Washington’s and Jefferson’s specific religious faiths. I think that most American voters get that people’s professed faith doesn’t matter, and that someone’s beliefs can be incredibly complicated. What matters is how they live their lives and their view of government. One of the points of the framing period is that there were people that were very conservative, devout and pious men, who believed in a very limited role of government — for example, my hero John Leland, the Baptist minister. On the other hand you had people that were largely irreligious, like Benjamin Franklin, who supported teaching religion because they thought it was good for the masses. In political thought, there’s a sense that people should not search for a candidate with their same religious beliefs, but rather for one whose politics support their religious beliefs and tenets.

Meanwhile, Obama’s spirituality has been questioned many times … 

Yes, he has been forced to declare his religion far more than most other presidents. While George Washington would never say in public that he was a Christian, President Obama has to do it all the time. Whether he is comfortable with it or not is irrelevant, but it’s a shame. It’s sad that we have to brand him with a religion. First of all, it implies something very hostile, given that he’s had to say that he is Christian because he’s been accused of being a Muslim, as if that were something really bad. On the other hand, the fact that he has to declare his religion implies that that is the right religion for a political leader. I don’t think he believes in doing that, but he knows that politically he has to sort of fit in with this mindset.

Taking Romney into account, what I think you end up with, ironically, are two candidates who consider themselves to be Christian, even though the Mormon faith is not considered to be Christian by some Christians, and Obama is not considered to be a Christian by some Christians. Both of them need to present their bona fide credentials in a way that I think works to divide, rather than to unite, religious faith.

And those credentials are the faith test you mentioned earlier.

Exactly. In fact, it was understood by de Tocqueville and others that the governmental oath test was removed, but the individual’s religious test could remain. It has fluctuated over time, and I think you saw it in the Republican primaries. It might be muted a little in this campaign because I think that many people are going to vote for the candidates’ politics and not for a candidate who represents their faith.

Republicans have constantly accused Obama of waging a so-called war on religion. Many Catholic groups have filed law suits against the government claiming that their religious freedom was violated by the inclusion of contraceptives in basic health care coverage for women. His recent statements regarding gay marriage have only exacerbated that view among his opponents. Do you think those complaints have any legal standing? 

Well, let’s break up the two issues. President Obama had to deal with the religious objections to gay marriage by giving his support in religious language, so that’s not a “war on religion.” Both sides can quote the Bible in support of their own beliefs. You can make a very strong religious argument, as he did, in favor of an inclusive view of society to combat those who use their faith to oppose that view.

In terms of the Catholic Church and other institutions being “forced” to provide contraception, the problem is more complicated. There are two different issues here. First, all institutions, religious or otherwise, must follow generally applicable laws. These are laws which require everyone to do something. For example, there’s a famous case in which the state of Oregon banned the use of peyote, the psychedelic drug. At the time, the drug was used recreationally and also for religious purposes by Native Americans. The Supreme Court said that the law didn’t target religion. It was universal: No one could use the law. Therefore, even though the law had the effect of crippling a religious practice, the law was considered to be constitutional because it was neutral.

However, there was a response to that case that [argued for making] exceptions so that religious groups can follow their faith. This was adopted in all sorts of cases, including conscious objectors to the draft. Since then, the government tries to accommodate minority religions, in part because majority religions are always accommodated. Only minority religions need special accommodations.

In the case of Obama and contraception, though, the administration learned from past mistakes and arranged for private insurance companies to be in charge of the distribution of contraception. Meanwhile, there are ongoing negotiations on how to be sensitive to religious needs.

The second issue has to do with those ongoing negotiations. While they are taking place, the Supreme Court is bound to rule on whether the health care act is unconstitutional. If the court rules against it, the whole issue will go away. Now, what’s incredibly sad is that a religious argument has been put in the midst of a political debate. I think that contraception is a very important and difficult issue because there are the rights of religious institutions and also the right of women to have health care. To drag this into court in the middle of the presidential campaign while the negotiations are under way smells more like politics than religion.

Their complaints aside, the Catholics don’t seem to be the religious group that the government has actually targeted. Since 9/11, Muslims have been singled out by, among others, the NYPD. Are there any similar historical precedents in America?

From what I know of the issue, what happened is similar to what was done with other minority religions in the past. Catholics were viewed as suspect because they were connected with foreign powers, be it the Pope or France. There was a suspicion of the whole group, an assumption that anyone who was Catholic couldn’t be loyal. John Kennedy had to deal with that in the 1960 presidential campaign — this presumption not of divided loyalty but of lack of loyalty to America because of your religion. I think you have the exact situation here. There’s an invidious presumption that if you believe in X religion, then you must be part of an alien culture that’s un-American. The widespread distrust of Muslims, whether in fighting where a mosque is built or regarding the monitoring of Muslim individuals, is part of this view that being a part of a minority religion make you un-American.”

Lakoff: Why Conservatives Sell Their Wildly Destructive Ideology Better Than Democrats

Framing is (or should be) about moral values, deep truths, and the policies that flow from them.

“As of their kickoff speeches in Ohio, Romney and Obama have both chosen economics as their major campaign theme. And thus the question of how they frame the economy will be crucial throughout the campaign. Their two speeches could not be more different.

Where Romney talks morality (conservative style), Obama mainly talks policy. Where Romney reframes Obama, Obama does not reframe Romney. In fact, he reinforces Romney’s frames in the first part of his speech by repeating Romney’s language word for word — without spelling out his own values explicitly.

Where Romney’s framing is moral, simple and straightforward, Obama’s is policy-oriented, filled with numbers, details, and so many proposals that they challenge ordinary understanding.

Where Obama talks mainly about economic fairness, Romney reframes it as economic freedom.

****Obama began his kickoff campaign speech in Cleveland stating that he is “in complete agreement” with Romney: “This election is about our economic future. Yes, foreign policy matters. Social issues matter. But more than anything else, this election presents a choice between two fundamentally different visions” regarding economic policy.

Obama’s strategy is to pin the Bush economic disaster on Romney, with good reason, since Romney has essentially the same policies as Bush. Since Obama has not consistently pinned the blame on Bush over the past four years, he comes off as defensive.

Romney’s strategy is to pin the disaster on Obama. He uses the Caretaker Metaphor — Obama has been the national caretaker, so the present condition is his responsibility. Since Obama started out assuming a caretaker’s responsibility, it is difficult for him to escape the frame now. He should have avoided it from the beginning. Pinning the disaster on Bush is possible, but it will take a lot of repetition, not just by the president, but by Democrats in general. Not just a repetition of economic facts, but of the moral differences that led to both the Bush disaster and the Obama attempt to recoup.

Perhaps the most important omission from the Obama speech was any overt mention of The Publiceverything that our citizenry as a whole provides to all, e.g., roads, bridges, infrastructure, education, protection, a health system, and systems for communication, energy development and supply, and so on. The Private — private life and private enterprise — depends on The Public. There is no economic freedom without all of this. So-called “free enterprise” is not free. A free market economy depends on a strong Public. This is a deep truth, easy to recognize. It undercuts Romney’s central pitch, that is it private enterprise alone that has made our country great, and that as much as possible of The Public should be eliminated.

Romney calls free enterprise “one of the greatest forces of good this world has ever known.” In reality, America free enterprise has always required The Public.

Romney attacks The Public, speaking of “the heavy hand of government” and “the invisible boot of government.” The contrast is with the putative “invisible hand” of the market — which leads to the good of all if everyone follows their self-interest and the market’s natural force is not interfered with. Romney’s “invisible boot” evokes the image of a storm trooper’s boot on your neck. The government is the storm trooper, your enemy. You are weak and in an impossible position. You can’t move — a metaphor for being held back and not being able to freely engage in the economy. Romney uses the frame consistently: “The federal establishment,” he says,” has never seemed so hostile.” The Public is an “establishment” — an undemocratic institution — which is the enemy of the people. It is implicit in this frame that the government is not the people.

Romney’s assumption here is that democracy is based on the “liberty” to seek one’s self interest with minimal regard to the interests or well being of others. People who are good at this will succeed, and they deserve to. People who are not good at this will fail, and they should. In Romney’s speech, “The Freedom to Dream,” he used the word “freedom” 29 times. This is what he means.

Although Obama intends to argue against this understanding, he unintentionally feeds it. He does so in three ways: First, by accepting and reinforcing many of Romney’s central frames (often by negating them); second, by moving to the right in his own argumentation; and third, by not spelling out his own moral principles explicitly right from the start.

First, here are three examples of Obama repeating Romney’s frames (in bold):

“Governor Romney and his allies in Congress believe deeply in the theory that the best way to grow the economy is from the top down.

“They maintain that if we eliminate most regulations, if we cut taxes by trillions of dollars, if we strip down government to national security and a few other basic functions, the power of businesses to create jobs and prosperity will be unleashed and that will automatically benefit us all.

Republicans “believe that if you simply take away regulations and cut taxes by trillions of dollars, the market will solve all of our problems on its own.

Though Obama’s statements are supposed to be taken sarcastically, they actually are positive, straightforward, easy to understand versions of Romney’s positions and beliefs.

Second, Obama argues for his willingness to compromise by giving examples of his “bipartisanship,” where he did just what conservatives wanted and had argued for as the right thing to do: cutting taxes and eliminating regulations. Here is Obama:

Understand, despite what you hear from my opponent, this has never been a vision about how government creates jobs or has the answers to all our problems. Over the last three years, I’ve cut taxes for the typical working family by $3,600. I’ve cut taxes for small businesses 18 times. I have approved fewer regulations in the first three years of my presidency than my Republican predecessor did in his.”

Conservatives talk endlessly about “cutting spending.” The president uses the same frame: “I’ve signed a law that cuts spending and reduces our deficit by $2 trillion.

Language is important here, as well as policy. “Spending” is a conservative term; it suggests a needless draining of financial resources, a waste of money. But most of that money was “invested” in our people or used to maintain our infrastructure — not just “spent”. Though a tax reduction for working families may very well have been a good idea, the term “cutting taxes” is a conservative term, suggesting that taxes in general are bad and should be “cut.”

There is of course a deeper problem here. Anyone this me-too-conservatism might appeal to would most likely vote for a real conservative over Obama.

Third, in his speech, the president gives a long list of perfectly reasonable policies: ending oil subsidies, investing in education, hiring more teachers and pay them better, not deporting young immigrants, investing in clean energy, encouraging energy innovation, supporting R&D tax credits, rebuilding crumbling infrastructure, reforming the tax code, eliminating tax breaks for businesses that ship jobs overseas, strengthening Medicare and Medicaid, and so on.

No such list is going to be remembered by most of those who heard it. Moreover, what is said first matters; it sets the moral frame. In his speech, Obama first repeats the Romney frames, opposes them to numbers and policy lists, and only at the end talks about his own moral vision.

What could Obama have done better?

Frame everything from his own moral perspective, including Romney’s positions and assumptions. Avoid the Romney language. Start with his own moral position, which he stated beautifully in his 2008 campaign but has since dropped: That democracy is based on empathy (citizens caring about fellow citizens), responsibility both for oneself and others, and an ethic of excellence (doing one’s best not just for oneself, but for one’s family, community, and country).

What else?

Repeat the truth that The Private depends on The Public. It is The Public that provides economic freedom. Give a vision of responsible, progressive business. Talk freedom — as well as fairness. Point out that the hoarding of wealth by the 1 percent kills opportunity, as Joseph Stieglitz has discussed at length. Speak of an “Economy for All — not just rich bankers, managers, and job killers like private equity firms.” Yes, Romney and those like him are job killers. Say it. Point out that during the economic recovery of 2010, 93 percent of the additional income went to the richest 1 percent of taxpayers. Stop using “top” to mean rich. “Top” suggests high morality, merit, and ability. “Bottom” signifies the opposite.

We are now in a situation where conservatives have framed almost every issue. The least Democrats can do is to refuse to repeat their language and so help them.

In his June 11, 2012 op-ed in the NY Times, Paul Krugman goes beyond economic analysis to bring up the morality and the conceptual framing that determines economic policy. He speaks of “the people the economy is supposed to serve” — “the unemployed,” and “workers”— and “the mentality that sees economic pain as somehow redeeming.”

Krugman is right to bring these matters up. Markets are not provided by nature. They are constructed — by laws, rules, and institutions. All of these have moral bases of one sort or another. Hence, all markets are moral, according to someone’s sense of morality. The only question is, Whose morality? In contemporary America, it is conservative versus progressive morality that governs forms of economic policy. The systems of morality behind economic policies need to be discussed.

Most Democrats, consciously or mostly unconsciously, use a moral view deriving from an idealized notion of nurturant parenting, a morality based on caring about their fellow citizens, and acting responsibly both for themselves and others with what President Obama has called “an ethic of excellence” — doing one’s best not just for oneself, but for one’s family, community, and country, and for the world. Government on this view has two moral missions: to protect and empower everyone equally.

The means is The Public, which provides infrastructure, public education, and regulations to maximize health, protection and justice, a sustainable environment, systems for information and transportation, and so forth. The Public is necessary for The Private, especially private enterprise, which relies on all of the above. The liberal market economy maximizes overall freedom by serving public needs: providing needed products at reasonable prices for reasonable profits, paying workers fairly and treating them well, and serving the communities to which they belong. In short, “the people the economy is supposed to serve” are ordinary citizens. This has been the basis of American democracy from the beginning.

Conservatives hold a different moral perspective, based on an idealized notion of a strict father family. In this model, the father is The Decider, who is in charge, knows right from wrong, and teaches children morality by punishing them painfully when they do wrong, so that they can become disciplined enough to do right and thrive in the market.  If they are not well-off, they are not sufficiently disciplined and so cannot be moral: they deserve their poverty. Applied to conservative politics, this yields a moral hierarchy with the wealthy, morally disciplined citizens deservedly on the top.

Democracy is seen as providing liberty, the freedom to seek one’s self interest with minimal responsibility for the interests or well-being of others. It is laissez-faire liberty. Responsibility is personal, not social. People should be able to be their own strict fathers, Deciders on their own — the ideal of conservative populists, who are voting their morality not their economic interests.  Those who are needy are assumed to be weak and undisciplined and therefore morally lacking. The most moral people are the rich. The slogan, “Let the market decide,” sees the market itself as The Decider, the ultimate authority, where there should be no government power over it to regulate, tax, protect workers, and to impose fines in tort cases. Those with no money are undisciplined, not moral, and so should be punished. The poor can earn redemption only by suffering and thus, supposedly, getting an incentive to do better.

If you believe all of this, and if you see the world only from this perspective, then you cannot possibly perceive the deep economic truth that The Public is necessary for The Private, for a decent private life and private enterprise. The denial of this truth, and the desire to eliminate The Public altogether, can unfortunately come naturally and honestly via this moral perspective.

When Krugman speaks of those who have “the mentality that sees economic pain as somehow redeeming,” he is speaking of those who have ordinary conservative morality, the more than forty percent who voted for John McCain and who now support Mitt Romney — and Angela Merkel’s call for “austerity” in Germany. It is conservative moral thought that gives the word “austerity” a positive moral connotation.

Just as the authority of a strict father must always be maintained, so the highest value in this conservative moral system is the preservation, extension, and ultimate victory of the conservative moral system itself.  Preaching about the deficit is only a means to an end — eliminating funding for The Public and bringing us closer to permanent conservative domination.  From this perspective, the Paul Ryan budget makes sense — cut funding for The Public (the antithesis of conservative morality) and reward the rich (who are the best people from a conservative moral perspective).  Economic truth is irrelevant here.

Historically, American democracy is premised on the moral principle that citizens care about each other and that a robust Public is the way to act on that care.  Who is the market economy for? All of us. Equally. But with the sway of conservative morality, we are moving toward a 1 percent economy — for the bankers, the wealthy investors, and the super rich like the six members of the family that owns Walmart and has accumulated more wealth than the bottom 30 percent of Americans. Six people!

What is wrong with a 1 percent economy? As Joseph Stiglitz has pointed out in The Price of Inequality, the 1 percent economy eliminates opportunity for over a hundred million Americans. From the Land of Opportunity, we are in danger of becoming the Land of Opportunism.

If there is hope in our present situation, it lies with people who are morally complex, who are progressive on some issues and conservative on others — often called “moderates,” “independents,” and “swing voters.” They have both moral systems in their brains: when one is turned on, the other is turned off.  The one that is turned on more often gets strongest. Quoting conservative language, even to argue against it, just strengthens conservatism in the brain of people who are morally complex. It is vital that they hear the progressive values of the traditional American moral system, the truth that The Public is necessary for The Private, the truth that our freedom depends on a robust Public, and that the economy is for all of us.

Why Conservatives Wrongly Blame Single Moms for the Disastrous Failures of the Right-Wing Economic Model

“Broken homes” are irrelevant when there are so few well-paid jobs with decent benefits.

We should view lower-income single moms as heroes. Most of them make enormous sacrifices to raise their kids — trying to balance work and parenthood in a society that offers them very little support. Many are forced to forgo opportunity to advance, working multiple jobs just to scrape by. But too often, they’re villified – blamed not only for failing to “keep their man,” but also for America’s persistently high poverty rate and dramatic inequality.

The idea that the decline of “traditional marriage” is the root cause of all manner of social problems is especially prominent on the political Right. Serious research into the causes of wealth and income inequality has not been kind to the cultural narratives conservatives tend to favor, but they nonetheless persist because such explanations have immense value for the Right. They offer an opportunity to shift focus from the damage corporate America’s preferred economic policies have wrought on working people – union-busting, defunding social programs in order to slash taxes for those at the top and trade deals that make it easy for multinationals to move production to low-wage countries and still sell their goods at home – and onto their traditional bogeymen: feminism, secularism and whatever else those dirty hippies are up to.

The single mother, especially the black or brown single mother, plays an outsized-role in this discourse. A compelling body of research suggests that economic insecurity leads to more single-parent “broken homes,” yet the Right clings tirelessly to the myth that the causal relationship is the other way around.

Writing favorably of Charles Murray’s Coming Apart: The State of White America, 1960–2010, Kay Hymowitz – a fellow at the conservative Manhattan Institute and author of Marriage and Caste in America – set up a rather obvious straw-man when describing what she calls the “single-mother revolution.”

Defenders of the single-mother revolution often describe it as empowering for women, who can now free themselves from unhappy unions and live independent lives. That’s one way to look at it. Another is that it has been an economic catastrophe for those women. Poverty remains relatively rare among married couples with children; the U.S. Census puts only 8.8 percent of them in that category, up from 6.7 percent since the start of the Great Recession. But over 40 percent of single-mother families are poor, up from 37 percent before the downturn.

I have yet to encounter a “defender” of single-parent households who would suggest that they “empower” poorer women. For affluent women heading a household, the story is very different. The fact that she may not be stigmatized as she once was may indeed be empowering. But that’s because studies have found that they don’t lose economic status at all—they maintain their position. That wouldn’t be the case if there was something about being a single mother that inherently led to poorer economic outcomes – if that were the case, single-moms at every income level would fare worse than other women.

We tend to see wealthier single mothers as strong and heroic, juggling work and kids. And they are, but the reason they can do so is that they can afford whatever help they might need — hiring nannies and tutors, or enrolling their kids in after-school programs.

But as Jean Hardisty, the author of Marriage as a Cure for Poverty: A Bogus Formula for Women, notes, it’s a different story for those without means. “Single mothers who are low-income… are constantly criticized by the general public,” she wrote, “and are held accountable for their single status rather than praised for finding self-fulfillment in motherhood. They are usually judged to be irresponsible, or simply unable to meet the child’s needs, including the supposed need for a father or father figure.”

Here, we also need to acknowledge the role of public- and corporate policies that make it harder for women without the means to hire help to juggle work and family life. American workplaces are uniquely inflexible. According to Harvard’s Project on Global Working Families, the United States is one of only four countries out of 173 studied that doesn’t mandate some form of paid maternal leave. The others – Liberia, Papua New Guinea and Swaziland – are all developing states. When faced with an illness, or a sick child, 145 countries offer some form of paid leave, and the United States is among the stingiest. The authors note that we offer “only unpaid leave for serious illnesses through the [Family Medical Leave Act], which does not cover all workers.” This is, in part, a result of conservative complaints that mandated leave to deal with family emergencies is an unacceptable infringement on the “free market” – an argument made by the same people who would have us believe that poor single moms earned their poverty by raising kids alone.

The crux of the issue is that while it’s pretty self-evident that having one breadwinner instead of two (or one breadwinner and one parent to raise the kids) is an economic disadvantage — and any number of studies have found that single-parent households (especially single-mother families) are more likely to be poor — this “culture of poverty” narrative confuses correlation with causation.

Hardisty, writing specifically about poor people of color, notes that those living in poverty face tangible barriers to setting up and maintaining a stable, two-parent home:

Race accounts for several barriers to marriage in low-income communities of color. The disparate incarceration of men of color, job discrimination, and police harassment are three barriers that are race-specific. Other barriers are universally present for low-income people: low-quality and unsafe housing, a decrepit and underfunded educational system; joblessness; poor health care; and flat-funded day care . . . are some of the challenges faced by low-income women and men. These burdens make it difficult to set up stable, economically viable households, and also put stresses on couples that do marry.

In 1998, the Fragile Families Study looked at 3,700 low-income unmarried couples in 20 U.S. cities. The authors found that nine in 10 of the couples living together wanted to tie the knot, but only 15 percent had actually done so by the end of the one-year study period.

Yet here’s a key finding: for every dollar a man’s hourly wages increased, the odds that he’d get hitched by the end of the year rose by 5 percent. Men earning more than $25,000 during the year had twice the marriage rates of those making less than $25,000. Writing up the findings for the Nation, Sharon Lerner noted that poverty “also seems to make people feel less entitled to marry.”

As one father in the survey put it, marriage means “not living from check to check.” Thus, since he was still scraping bottom, he wasn’t ready for it. “There’s an identity associated with marriage that they don’t feel they can achieve,” [Princeton sociology professor Sara] McLanahan says of her interviewees. (Ironically, romantic ideas about weddings—the limos, cakes and gowns of bridal magazines—seem to stand in the way of marriage in this context. Many in the study said they were holding off until they could afford a big wedding bash.)

And economic insecurity – and lack of education – also make it more likely that two-parent households will split, creating single moms and dads. In a review of the literature about the primary causes of divorce, Pennsylvania State University scholars Paul Amato and Denise Previti write that “studies indicate that education and income facilitate marital success. Education promotes more effective communication between couples, thus helping them to resolve differences. In contrast, the stress generated by economic hardship increases disagreements over finances, makes spouses irritable, and decreases expressions of emotional support.” Partly for these reasons, they write, socio-economic status “is inversely associated with the risk of divorce.”

Perhaps the most compelling reason to reject the cultural hypothesis pushed by people like Kay Hymowitz is that people with little money have the same attitudes about marriage as those with big bucks. Hardisty cited studies showing that “a large percentage of single low-income mothers would like to be married at some time. They seek marriages that are financially stable, with a loving, supportive husband.”

Poor women have the same dream as everyone else; Hardisty notes that they “often aspire to a romantic notion of marriage and family that features a white picket fence in the suburbs.” But the insecure economic status wrought by three decades of business-friendly “free market” policies leads to fewer stable marriages, not the other way around.”

… And the Poor Get Poorer

” The Federal Reserve just released its Survey of Consumer Finances, the only government survey of wealth in America. The Survey is conducted every three years. This survey, conducted in 2010, is the first one to reflect the effects of the Wall Street Meltdown in 2008.
How does it look? Bad. Really, really bad. 

The median wealth of American families (meaning half above and half below) dropped from $126,400 in 2007 all the way down to $77,300 in 2010. That’s a 39% slide. It puts the median net worth of American families at its lowest level since 1995, fifteen years earlier.

About 12% of American families have a negative net worth. Meaning that they’re broke.

Among Americans with no high school diploma (15 percent of the adult population), median wealth plunged from $34,800 in 2007 to $16,100 in 2010, a 54% drop. That is the lowest level since at least the Fed’s 1983 survey, maybe earlier. So three decades of progress have been wiped out. 

Among minorities, median wealth plunged from $29,700 to $20,400. That is the lowest level since 1992. White median wealth is now 540% higher than minority median wealth. 

The median value of American homes dove from $209,500 in 2007 to $170,000 in 2010. But the median mortgage was almost completely unchanged: $74,700 in 2007, $74,100 in 2010. So debt payments increased from 7% of income to 11% of income. 

In 2007, the bottom 25% had a net worth of $14,800 or less. In 2010, the bottom 25% had a net worth of $8,300 or less, a 44% decline. 

In 2007, the top 10% had a net worth of $955,600 or more. In 2010, the top 10% had a net worth of $952,500, a decline of less than 1%. 

Let me sum it up for you: In the greatest economic crisis that the United States has faced since the Great Depression, the rich barely lost a nickel. But the poor definitely got poorer. And people in the middle were crushed. 

If this continues any longer, then we can invite a priest to administer last rites to the American Middle Class. ”
